Google Ads Setup Checklist for Small Businesses (2026)

Before launching Google Ads, set up conversion tracking, build tightly themed Search campaigns around high-intent keywords, add negative keywords, write responsive search ads with all assets, send traffic to a matching landing page, and start with manual or Maximise Conversions bidding on a budget that buys enough clicks to learn.
Why does setup matter more than optimisation?
Google Ads defaults favour reach, not profit. Broad match, Display network expansion, automatically applied recommendations and loose location targeting can spend a small budget on irrelevant clicks within days. Getting the foundation right prevents most of that waste.
Tracking: is every conversion measured?
- Define conversions: form submissions, calls from ads, calls from the website, WhatsApp clicks, bookings or purchases.
- Install Google tag and enhanced conversions, or import from GA4. Test every conversion action with Tag Assistant.
- Tag all links with UTMs outside Google Ads so you can compare channels. Our free UTM Builder keeps naming consistent.
- Set conversion values where possible, even estimated ones, so Smart Bidding can prioritise better leads.
Structure: are campaigns tightly themed?
- One campaign per service or goal, with its own budget.
- Ad groups of closely related keywords, for example “emergency plumber” separate from “boiler installation”.
- Search network only: untick Display network for Search campaigns.
- Location: “Presence” not “Presence or interest”, so you only reach people physically in your area.
Keywords: are you paying only for buyer intent?
- Prioritise high-intent terms: service plus location, “near me”, “cost”, “hire”, “best”, “quote”.
- Use phrase and exact match at the start, then test broad match once Smart Bidding has data.
- Add negative keywords on day one: jobs, salary, free, DIY, course, training, cheap if you are premium, and competitor names you do not want.
Ads and landing pages: do they match the search?
- Responsive search ads with 10 to 15 headlines including the keyword, a proof point, an offer and a call to action.
- All relevant assets: sitelinks, callouts, structured snippets, call, location, image and lead form where useful.
- Dedicated landing pages that repeat the ad promise above the fold, load fast on mobile, and show reviews and a single clear CTA. See our CRO and landing page service.
Bidding and budget: is spend under control?
- Start simple: Maximise Clicks with a CPC cap or Manual CPC for a week or two, then move to Maximise Conversions and later a target CPA once you have around 15 to 30 conversions a month.
Also switch off auto-applied recommendations, set an ad schedule around your sales hours, and review the search terms report twice a week in the first month.
What should you check every week?
| Metric | What to look for |
|---|---|
| Search terms | Irrelevant queries to add as negatives |
| Conversion rate | Ad groups or pages that underperform |
| Cost per conversion | Keywords above target to pause or rebid |
| Impression share lost to budget | Where more budget would buy profitable volume |
| Quality Score components | Ad relevance and landing page experience gaps |

Frequently asked questions
How much should a small business spend on Google Ads?
Start with a budget that can buy at least 10 to 20 clicks a day at your expected cost per click, so you collect enough data within a few weeks to optimise.
Should I use Performance Max or Search campaigns?
For lead generation with a small budget, start with Search campaigns on high-intent keywords. Add Performance Max once you have reliable conversion tracking and enough conversion data.
How long before Google Ads shows results?
Clicks start immediately, but expect 2 to 6 weeks of learning and optimisation before cost per lead stabilises.
Do I need a landing page for Google Ads?
Yes. A focused landing page that matches the ad and has one clear call to action usually converts far better than a homepage.
